VET Student Loan Eligibility: Checklist & 2026 Caps
Key takeaways
- Eligibility: citizen or eligible visa holder, approved diploma-plus course with an approved provider on an Australian campus, academic suitability, TFN, USI, parental consent if under 18, HELP balance above $0.
- Each course carries one of four national loan caps, indexed 1 January; Swinburne's 2026 list shows A$6,428, A$12,858 and A$19,290. Fees above the cap are paid upfront.
- Fee-for-service students pay a 20% loan fee added to the debt; it does not count toward the HELP loan limit. State-subsidised diploma places pay no fee.
- HELP loan limit: $129,883 for 2026 census dates (per universities), $134,558 for 2027 (Study Assist); existing HECS-HELP debt from 2020 onward reduces the room.
- Submit the eCAF on or before the first census day; there is no retrospective access, and progression forms must be completed within 14 days of each email.
VET Student Loan eligibility rests on five things: citizenship (citizen, or eligible humanitarian, NZ Special Category or Pacific Engagement Visa holder); an approved diploma-or-higher course and provider in Australia; academic suitability (Year 12, IB, Certificate IV or an LLN test); a TFN and USI; and remaining HELP balance. Under-18s need parental consent; the eCAF is due by census day.
Provider pages repeat that checklist but leave out the money: the four national loan caps, the 20% loan fee, how a VET Student Loan (VSL) eats into your lifetime HELP loan limit, and what repayment looks like once you are earning. This guide covers all of it, with a worked cost example and the 2026 and 2027 limit figures labelled by year. VET Student Loan eligibility: the checklist
The Department of Employment and Workplace Relations sets these conditions:
| Requirement | What counts | How you prove it |
|---|---|---|
| Citizenship or residency | Australian citizen; qualifying NZ Special Category Visa holder; permanent humanitarian or Pacific Engagement Visa holder usually resident in Australia | Passport, birth or citizenship certificate (Form 119); visa holders via VEVO |
| Academic suitability | Year 12 (Senior Secondary Certificate); or an IB diploma; or a certificate at AQF Level 4 or above taught in English (Certificate IV or higher) | Certificate or transcript; provider may also require an LLN test at Exit Level 3 |
| Approved course and provider | A VSL-approved course at diploma level or above, with an approved provider, delivered primarily at a campus in Australia | DEWR 'VET Student Loans Course List and Loan Caps (for students)' fact sheet, updated each January |
| HELP balance above $0 | Room left under your lifetime HELP loan limit | Log in to myHELPbalance |
| Tax File Number and USI | A TFN matching your ATO details; a Unique Student Identifier issued by the Australian Government | TFN verified via myGov/ATO by census day; USI from the USI registry (required for any award since January 2023) |
| Under 18 | Signed parental consent before the eCAF login | Consent form; waived if Centrelink pays you the independent rate of Youth Allowance |
Citizenship and residency
The New Zealand route is the one most often misread. A Special Category Visa alone is not enough: DEWR requires that you usually live in Australia and have for at least 10 years, were a dependent child when you first became usually resident, and have been in Australia 8 of the previous 10 years and 18 months of the previous 2. International students on other visas are not eligible.
Academic suitability (Year 12, Cert IV or LLN test)
Three routes count: Year 12, an IB diploma, or a qualification at Australian Qualifications Framework Level 4 or above taught in English, which is where a Certificate IV comes in. The provider decides, and may also run a Language, Literacy and Numeracy assessment; TAFE Queensland uses a bksb English and Maths assessment and requires Exit Level 3 in the Australian Core Skills Framework in reading and numeracy.
TFN, USI and under-18 consent
The Australian Taxation Office validates your Tax File Number against the eCAF details, so name and date of birth must match exactly. A Unique Student Identifier is the other required ID, and under-18s need parental consent before the eCAF login unless on the independent rate of Youth Allowance.
Approved course, approved provider, Australian campus
The DEWR course list changes every January, so check the current fact sheet or the 'Financial Support' tab on Your Career; this guide does not list courses. If your course loses approval after you start, DEWR states you keep the loan until you complete.
Loan caps: what a VSL actually covers in 2026
The four national caps
DEWR allocates each approved course one of four loan caps, the same whether the course is face to face, online or mixed, indexed on 1 January each year in line with CPI. Swinburne lists the three amounts that apply to its own courses as of January 2026, useful as reference points.
| Cap (one of four national caps) | Amount (Swinburne list, Jan 2026) | Notes |
|---|---|---|
| Swinburne cap 1 | A$6,428 | Applies to the courses Swinburne places in this band |
| Swinburne cap 2 | A$12,858 | Used in the worked example below |
| Swinburne cap 3 | A$19,290 | The largest amount on Swinburne's 2026 list |
| Fourth national cap | DATA UNAVAILABLE | Not used by Swinburne's courses; find your course's cap in the DEWR Course List and Loan Caps fact sheet |
Before you commit, run the likely loan amount through the HELP repayment calculator to see what the yearly repayment looks like at your expected income; a VSL is repaid as HELP debt, through the same tax-system thresholds as a HECS-HELP loan.
Gap fees when your course costs more
If the tuition fee is higher than the cap, you pay the difference. Victoria University explains that you receive a VET Student Loan Notice showing what the loan covers and the gap; TAFE Queensland requires gap fees before the first census day.
The 20% loan fee: who pays it and a worked example
DEWR's rule is short: the loan fee is 20% of the loan amount and is added to your VET Student Loan debt automatically, and the loan fee does not count towards your HELP loan limit. DEWR's own illustration is a $5,000 loan that attracts a $1,000 fee, giving a $6,000 VSL debt while myHELPbalance still shows only $5,000 used. There is no loan fee for a diploma or advanced diploma if a state or territory government subsidises your place; TAFE Queensland frames this as fee-for-service versus subsidised, and notes a pandemic exemption for census days between 1 April 2020 and 30 June 2021.
A fuller example: a fee-for-service diploma costs $15,000 and is allocated the $12,858 cap.
- Loan amount: $12,858 (the cap).
- Loan fee: 20% of $12,858 = $2,571.60, added to the debt automatically.
- Total VSL debt recorded with the Australian Taxation Office: $12,858 + $2,571.60 = $15,429.60.
- Gap paid upfront to the provider: $15,000 - $12,858 = $2,142, due before the first census day.
- Amount that reduces your HELP loan limit: $12,858 only, because the fee is excluded.
The VSL debt is indexed annually like other HELP debt: no interest, but the balance is not frozen.
How a VSL interacts with your HELP loan limit and existing HECS debt
Every HELP product draws on one lifetime limit. For 2025 it was $126,839 for most students and $182,172 for medicine, dentistry, veterinary science and aviation, per TAFE Queensland. For census dates in 2026 universities such as UniSC publish $129,883 and $186,544. Study Assist's borrowing-limit page, as displayed on 1 October 2026, already shows the 2027 figures: $134,558 for most students and $193,259 for the medicine, dentistry, veterinary science and eligible aviation group. The limit is indexed on 1 January.
The official formula for your available HELP balance is: the limit, minus any FEE-HELP, VET FEE-HELP and VSL borrowing, minus HECS-HELP borrowing from 1 January 2020, plus repayments made through the ATO from 1 July 2019. HECS-HELP debt from before 2020 does not count. The table shows how an existing balance limits the room for the largest Swinburne-listed cap.
| Existing HELP balance (myHELPbalance) | Room left (2026 limit $129,883) | Fits a $19,290 VSL? |
|---|---|---|
| $0 | $129,883 | Yes |
| $50,000 | $79,883 | Yes |
| $100,000 | $29,883 | Yes |
| $115,000 | $14,883 | No: $4,407 short, payable upfront |
| $115,000 with a 2027 census date (limit $134,558) | $19,558 | Only if your course's 2027 cap is $19,558 or less; caps are also indexed on 1 January, so check the 2027 cap |
If fees exceed your available balance, Study Assist says you pay the difference upfront. The 20% fee never reduces the balance, so a $12,858 loan uses $12,858 of room even though the debt is $15,429.60. For a fuller treatment of the limit, see the guide to the HELP loan limit.
How to apply: eCAF, census day and the 14-day rule
Step-by-step timeline
Your provider starts the application and arranges the electronic Commonwealth Assistance Form (eCAF). Every unit of study has its own census day (a course has at least three, evenly spaced), and providers must publish them and send a VET Student Loans Fee Notice at least 14 days before each. Many providers also close VSL enrolment about 14 days before census; TAFE Queensland states that enrolling less than 14 days before census day makes you ineligible for those units, and asks for the eCAF at least 2 business days after enrolment.
| Step | Deadline | If missed |
|---|---|---|
| Enrol and give the provider your documents (ID, visa evidence, academic evidence, USI) | Well before census; many providers require enrolment at least 14 days before census day | Provider may refuse VSL for that unit of study |
| Obtain a TFN if you do not have one | Before census day | eCAF cannot be validated; no loan for that unit |
| Pay any gap fee | Before the first census day (TAFE Queensland) | Check your provider's terms |
| Submit the eCAF | On or before the first census day; Swinburne specifies 11:59pm on census day | No retrospective access: you pay upfront for that unit |
| Withdraw if you change your mind | Withdraw by census day | After census the unit becomes VSL debt |
| Complete Progression Forms | Within 14 days of each email from ecafsystem@education.gov.au | Loan may be stopped |
Progression forms every four months
Once the loan is running, DEWR sends a Progression Form through the eCAF system two or three times a year, from ecafsystem@education.gov.au with the subject 'Your VET Student Loan - action required by [due date]'. You have 14 days to complete it or the loan may be stopped. Swinburne schedules them in February, June and October; TAFE Queensland describes the cadence as every four months.
Repaying a VET Student Loan
A VSL is collected by the Australian Taxation Office as part of your HELP debt, alongside any HECS-HELP or FEE-HELP balance. There is no separate VSL schedule: once your income passes the year's compulsory repayment threshold, the ATO applies the same rates to the combined balance through your tax return. The debt carries no interest but is indexed annually. Some provider pages still quote thresholds from years ago (Swinburne cites a January 2022 figure); use the calculator on this site, built on current ATO thresholds, instead.
VSL vs HECS-HELP vs FEE-HELP
The three loans share the ATO repayment system and the HELP loan limit but differ in who can use them and what they cost.
| Feature | VET Student Loan | HECS-HELP | FEE-HELP |
|---|---|---|---|
| Who | Eligible citizens and visa holders in approved diploma-plus VET courses | Students in a Commonwealth supported place | Fee-paying higher education students |
| Course level | Diploma and above (AQF 5+), VET sector | Higher education, Commonwealth supported | Higher education, full fee |
| Loan cap per course | Yes: one of four national caps, indexed 1 January | No course cap; limited by the HELP loan limit | No course cap; limited by the HELP loan limit |
| 20% VSL loan fee | Yes for fee-for-service students; none for state-subsidised diploma and advanced diploma places | No (the 20% fee is a VSL rule) | Not covered here - check Study Assist |
| Counts toward HELP loan limit | Yes (loan amount only, not the fee) | Yes, for borrowing from 1 January 2020 | Yes |
| Repayment | Through the ATO at HELP thresholds; indexed, no interest | Same | Same |
| Application | eCAF by census day; progression forms during the course | eCAF by census date | eCAF by census date |
The two higher-education loans are compared in the guide to FEE-HELP vs HECS-HELP.
Common eligibility mistakes
- Enrolling too close to census. Providers such as TAFE Queensland treat enrolment inside the last 14 days as ineligible for those units.
- TFN details that do not match. The Australian Taxation Office validates the TFN against your name and date of birth; a mismatch fails the eCAF.
- Expecting the loan to cover the whole fee, and forgetting the loan fee. The cap applies and the gap is paid upfront; a $12,858 fee-for-service loan becomes a $15,429.60 debt.
- Ignoring progression emails. Miss the 14-day window and the loan can stop.
Rules, caps and limits change each January; confirm current figures on the DEWR VET Student Loans eligibility page and with your provider before you enrol. This is general information, not personal financial advice. Once you know your VSL amount and fee, run it through the HELP repayment calculator to see the yearly repayment at your expected income.
Frequently asked questions
Can I get a VET Student Loan without Year 12?
Yes. Academic suitability can be shown with an IB diploma, a certificate for a course taught in English at AQF Level 4 or above (such as a Certificate IV), or, where the provider requires it, an LLN assessment at Exit Level 3 in reading and numeracy. The provider makes the decision.
Can international students get a VET Student Loan?
No. Eligibility is limited to Australian citizens, permanent humanitarian visa holders usually resident in Australia, Pacific Engagement Visa holders usually resident in Australia, and New Zealand Special Category Visa holders who meet the long-term residency conditions.
Do I pay the 20% loan fee if my course is state-subsidised?
No. DEWR states there is no loan fee for a diploma or advanced diploma if you are subsidised by a state or territory government. The 20% fee applies to fee-for-service (full fee-paying) VSL students and is added to the debt automatically.
What happens if my course fee is more than the loan cap?
You pay the difference yourself. Each approved course carries one of four national caps; your VET Student Loan Notice shows what the loan covers and the gap, and providers such as TAFE Queensland require the gap to be paid before the first census day.
Does a VET Student Loan count toward the HELP loan limit?
Yes, the loan amount does; the 20% loan fee does not. A $12,858 loan uses $12,858 of your available HELP balance even though the recorded debt is $15,429.60. The 2026 limit published by universities is $129,883 (most students); Study Assist shows $134,558 for 2027.
When is the VET Student Loan census day?
Each unit of study has its own census day, set and published by your provider, with a Fee Notice sent at least 14 days beforehand. It is the last day to submit the eCAF and the last day to withdraw without incurring VSL debt for that unit. Dates vary by provider and course.
